Presiding Judge Kevin R. Madison has been a municipal judge for more than 32 years and has been licensed as an attorney for more than 40 years. Judge Madison holds an AV-Preeminent rating by Martindale-Hubbell Legal Directory, which is the highest rating for ethics and competence in law. He was also selected as a Super Lawyer in 2021 and 2022.

He has served as a judicial instructor with the Texas Municipal Courts Education Center for more than 20 years and continues to lecture and instruct on various legal issues to police agencies, groups, and law students.

Judge Madison has published numerous legal articles that include municipal court operations, dealing with Republic of Texas common law defendants, science of speed measurement, traffic safety initiatives for low volume municipal courts, the role of municipal courts in Texas, doppler radar and laser radar, sentencing alternatives for Texas municipal courts, magistrates' duties, judicial records and emergency protective orders.

Judge Madison is certified as a doppler radar operator and as a laser radar operator and a laser radar instructor.

Judge Madison has been recognized as an expert witness in police procedures and law enforcement by Travis County courts and has been used as an expert witness in law enforcement matters by the Texas Attorney General's Office. He has eight years' experience as a police officer and police chief.

He is the former president of the Texas Municipal Courts Association and Texas Municipal Courts Education Center (TMCEC) that directs the state mandated education of more than 950 municipal courts and more than 1,200 municipal judges throughout Texas.

In 2009 Judge Madison was recognized as the outstanding Texas Municipal Judge in Texas by the Texas Municipal Courts Association. In addition to his judicial duties, Judge Madison has served over 22 years as a volunteer Firefighter and EMS First Responder.
