The Downtown Revitalization Committee meets every fourth Tuesday of the month at 5:30 p.m. at the Liberty Hill Municipal Court, 2801 RR 1869 in Liberty Hill.

Mission Statement

The Liberty Hill Downtown Revitalization Committee is the unifying facilitator of both the historic preservation and economic expansion of downtown Liberty Hill.

Downtown is the beating heart of our community. We want to preserve the "historic hometown" feel of Downtown, while embracing the growth of our city. Downtown Liberty Hill is poised to become a destination location. We will implement a revitalization plan which brings focus on the rich history while improving the quality of life for Liberty Hill residents, attracting and supporting downtown business owners, and providing an attractive experience for visitors.

Downtown Strategic Master Plan

WHAT IS A DOWNTOWN STRATEGIC MASTER PLAN?

A downtown strategic master plan is a long-term vision and guide for the future development and improvement of a city’s downtown area. It identifies key opportunities to improve and enhance land use, transportation, urban design, economic development, housing, public spaces, historic preservation, and sustainability. Liberty’s Hill Downtown Strategic Master Plan aims to enhance the livability, vibrancy, and attractiveness of the downtown area, and to address the challenges and opportunities that it faces.

WHY DOES DOWNTOWN NEED A MASTER PLAN?

There are several benefits to developing a downtown strategic master plan. 

1.    It establishes a shared long-term vision and framework for the future development and improvement in the downtown area, which can help attract investment, preserve character, and support desired change.

2.    It helps to enhance the livability, vibrancy, and attractiveness of the downtown area, by focusing on ways to improve parking, public spaces, safety and walkability.

3.    It engages the community, stakeholders, and experts, which can foster collaboration, input, and support for the plan.

4.    It helps to address the challenges and opportunities that the downtown area faces, such as economic development, historic preservation, sustainability, and safety.

WHAT IS THE SCOPE OF THIS PROJECT?

The Downtown Strategic Master Plan will focus its attention on the Liberty Hill’s downtown core along Main Street and adjacent blocks that may be impacted by downtown enhancements or improvements. 

The Plan will include land use and urban design framework to define the character, density, height, and mix of uses within the downtown area, including opportunities for historic preservation standards. The Plan will evaluate ways to improve transportation and mobility, that looks at the needs and preferences of pedestrians, cyclists, drivers, and parking users in the downtown area.  The plan will also develop placemaking strategies such as enhancing the streetscape, parks, open spaces, public art, and cultural amenities. 

Finally, the Plan will deliver an implementation plan that prioritizes the initiatives, identifies the responsible parties, estimates the costs, funding sources, and establishes the timing of initiatives.

HOW LONG WILL IT TAKE?

The process is expected to be completed by Spring 2023. 

WHO IS FUNDING THIS PROJECT?

The funding for this project was provided by the Economic Development Corporation of Liberty Hill. The amount for the project totals $125,000. The consultant team selected for this project is Halff and Johnson Planning, who will be focused on historic preservation.

HOW WILL THE PUBLIC INPUT BE USED?

The plan will be guided by previously approved guiding documents, but most importantly be based on community input and feedback. Seeking the community’s input will be important in the planning process to understand the desires and needs and the best way to help the city implement it’s vision. There will be multiple ways to engage in the planning process as a resident, business owner, and land owner. The planning process will include a community survey, stakeholder interviews and a community workshop.  

HOW WILL RECOMMENDED INITIATIVES OF THE PLAN BE PRIORITIZED?

Prioritization for plan initiatives will be based on several factors, including: time-frame, costs, urgency, and feasibility. As the City receives input on the downtown needs and initiatives it will, with the help of the consulting team, align these with City’s comprehensive planning, transportation and economic development goals. Unifying goals, community feedback and other factors will help the City prioritize actions to implement the plan.
